國務(wù)院新聞辦12月4日發(fā)表《中國的民主》白皮書(shū)，系統介紹了中國民主價(jià)值理念、發(fā)展歷程、制度體系、參與實(shí)踐和成就貢獻。

China's State Council Information Office on Dec 4 released a white paper titled "China: Democracy That Works," which expounded on the values, history, institutional frameworks, practices, and achievements of China's democracy.

白皮書(shū)說(shuō)，民主是全人類(lèi)的共同價(jià)值，是中國共產(chǎn)黨和中國人民始終不渝堅持的重要理念。100年來(lái)，黨高舉人民民主旗幟，領(lǐng)導人民在一個(gè)有幾千年封建社會(huì )歷史、近代成為半殖民地半封建社會(huì )的國家實(shí)現了人民當家作主，中國人民真正成為國家、社會(huì )和自己命運的主人。

Democracy is a common value of humanity and an ideal that has always been cherished by the Communist Party of China and the Chinese people, said the white paper. Over the past hundred years, the Party has led the people in realizing people's democracy in China. The Chinese people now truly hold in their hands their own future and that of society and the country, said the white paper.

白皮書(shū)介紹，中國的民主是人民民主，人民當家作主是中國民主的本質(zhì)和核心。全過(guò)程人民民主，實(shí)現了過(guò)程民主和成果民主、程序民主和實(shí)質(zhì)民主、直接民主和間接民主、人民民主和國家意志相統一，是全鏈條、全方位、全覆蓋的民主，是最廣泛、最真實(shí)、最管用的社會(huì )主義民主。

The people's status as masters of the country is the essence of people's democracy, it said. China's whole-process people's democracy integrates process-oriented democracy with results-oriented democracy, procedural democracy with substantive democracy, direct democracy with indirect democracy, and people's democracy with the will of the state, it said. It is a model of socialist democracy that covers all aspects of the democratic process and all sectors of society. It is a true democracy that works, the white paper noted.

白皮書(shū)強調，民主是歷史的、具體的、發(fā)展的，各國民主植根于本國的歷史文化傳統，成長(cháng)于本國人民的實(shí)踐探索和智慧創(chuàng )造，民主道路不同，民主形態(tài)各異。民主不是裝飾品，不是用來(lái)做擺設的，而是要用來(lái)解決人民需要解決的問(wèn)題的。民主是各國人民的權利，而不是少數國家的專(zhuān)利。

Democracy is a concrete phenomenon that is constantly evolving. Rooted in history, culture and tradition, it takes diverse forms and develops along the paths chosen by different peoples based on their exploration and innovation, it said. Democracy is not a decorative ornament, but an instrument for addressing the issues that concern the people. Democracy is the right of the people in every country, rather than the prerogative of a few nations, the white paper noted.

白皮書(shū)指出，一個(gè)國家是不是民主，應該由這個(gè)國家的人民來(lái)評判，而不應該由外部少數人指手畫(huà)腳來(lái)評判。國際社會(huì )哪個(gè)國家是不是民主的，應該由國際社會(huì )共同來(lái)評判，而不應該由自以為是的少數國家來(lái)評判。實(shí)現民主有多種方式，不可能千篇一律。用單一的標尺衡量世界豐富多彩的政治制度，用單調的眼光審視人類(lèi)五彩繽紛的政治文明，本身就是不民主的。

Whether a country is democratic should be judged by its people, not dictated by a handful of outsiders. Whether a country is democratic should be acknowledged by the international community, not arbitrarily decided by a few self-appointed judges, it said.There is no fixed model of democracy; it manifests itself in many forms. Assessing the myriad political systems in the world against a single yardstick and examining diverse political structures in monochrome are in themselves undemocratic, it added.

中老鐵路

China-Laos Railway

中老鐵路于12月3日全線(xiàn)開(kāi)通運營(yíng)。中老鐵路全長(cháng)1035公里，連接中國西南部云南省昆明市和老撾首都萬(wàn)象，是中國“一帶一路”倡議與老撾“變陸鎖國為陸聯(lián)國”戰略對接的重要項目。

The China-Laos Railway, a landmark project connecting Kunming in southwest China's Yunnan province with the Laotian capital, Vientiane, begins operations on Dec 3. The 1,035-kilometer-long railway is a docking project between the China-proposed Belt and Road Initiative and Laos' strategy to convert itself from a landlocked country to a land-linked hub.

奧林匹克休戰

Olympic Truce

當地時(shí)間12月2日，第76屆聯(lián)合國大會(huì )協(xié)商一致通過(guò)由中國和國際奧委會(huì )起草的奧林匹克休戰決議。決議呼吁各方通過(guò)和平和外交手段解決國際沖突，敦促各國在北京2022年冬奧會(huì )開(kāi)幕（2022年2月4日）前7日至北京冬殘奧會(huì )閉幕（2022年3月13日）后7日遵守奧林匹克休戰決議。奧林匹克休戰傳統可追溯到公元前9世紀的古希臘。自1993年起，聯(lián)大為表達對奧運會(huì )的支持，每?jì)赡晖ㄟ^(guò)一次奧林匹克休戰決議。（詳情戳這里）

On Dec 2, the United Nations adopted the Beijing Winter Olympic Truce Resolution drafted by China and the International Olympic Committee. The resolution calls on countries and regions to cease hostilities seven days before the Olympics begin on Feb 4, 2022, up until seven days after the Paralympics end on March 13. The Olympic Truce is a tradition that was established in ancient Greece in the ninth century BC. Since 1993, the UN General Assembly has expressed its support for the Olympic Games by adopting a truce resolution every two years.

*Truce表示“休戰，停戰”。“停戰”可以用call a truce表達，也可以是stop fighting, lay down one’s arms, bury the hatchet等。
