1）項目經(jīng)理
①項目經(jīng)理是公司法人在項目上的授權代理，是本項目的質(zhì)量第一責任人，代表公司履行與業(yè)主合同及分包合同相關(guān)的責任。
②執行公司質(zhì)量方針、質(zhì)量體系文件;項目質(zhì)量目標的制定與貫徹實(shí)施。
③依據項目管理手冊進(jìn)行組織機構設置、人員聘任和質(zhì)量職能分配及制定項目人員留置計劃。
④領(lǐng)導項目經(jīng)理部全面管理工作。
⑤領(lǐng)導編制項目制造成本實(shí)施計劃，對項目成本支出審核簽字。
⑥領(lǐng)導與組織項目編制施工組織設計、質(zhì)量計劃、質(zhì)量階段預控計劃、質(zhì)量管理文件。
⑦領(lǐng)導項目安全生產(chǎn)與質(zhì)量管理工作，是質(zhì)量、安全的第一責任人。
⑧負責項目各類(lèi)經(jīng)濟合同的審核簽字。
2）總工程師
①貫徹執行質(zhì)量方針、項目質(zhì)量計劃與科技發(fā)展規劃的引進(jìn)及推廣應用工作，負責審核項目物資計劃及工程物資需要計劃，對工程質(zhì)量負有第一技術(shù)責任。
②具體負責組織相關(guān)人員編制施工組織設計、質(zhì)量計劃、質(zhì)量階段預控計劃、質(zhì)量管理文件；組織編制并審核專(zhuān)項施工方案、技術(shù)措施，負責分包提交技術(shù)方案的審批。
③領(lǐng)導項目計量設備管理工作。
④領(lǐng)導材料的選型、報批與控制。負責引進(jìn)有實(shí)用價(jià)值的新工藝、新技術(shù)、新材料。
⑤參加工程主體結構驗收及竣工驗收工作；參加工程質(zhì)量事故的調查與處理。
⑥貫徹執行技術(shù)法規、規程、規范和涉及工程質(zhì)量方面的有關(guān)規定。
⑦負責組織圖紙會(huì )審及各專(zhuān)業(yè)問(wèn)題技術(shù)處理，審定設計洽商和變更工作。
⑧領(lǐng)導作好各項施工技術(shù)總結工作；參與項目制造成本實(shí)施計劃的編制與分析工作。
⑨領(lǐng)導與組織質(zhì)量體系的運行，通過(guò)加強全過(guò)程的質(zhì)量管理，確保項目質(zhì)量目標的實(shí)現。
Post Duties
1) Project Manager (PM)
PM shall
① act as the authorized agent of the Project for the corporate legal representative and the chief person-in-charge for the quality of the Project, represent the Contractor to perform responsibilities related to the Contractor-Owner Contract and the Contractor-Subcontractor Contracts;
② implement corporate quality guidelines and system documents by defining and implementing the quality objective of the Project;
③ establish the organization, employ staff, assign quality functions, and plan retention of project employees according to the Manual for Project Management;
④ direct the overall management activities of the PM Office;
⑤ direct the development of the Implementation Plan on Manufacturing Cost of the Project and review and sign on cost and expenditure involved in the Project;
⑥ direct and coordinate the PM Office to design the organizational structure of the construction, quality program, phased quality control program, and quality management documents;
⑦ act as the chief person in charge of quality and safety, direct safe construction and quality management of the Project; and
⑧ review and sign on various business contracts.
2) Chief Engineer (CE)
CE shall
① deploy and carry out the introduction and implementation of quality guidelines, quality program of the Project, and scientific development program, review construction materials program and requirement program, and act as the chief technical officer in charge of the construction quality;
② mobilize relative persons to design the organizational structure of the construction, quality program, phased quality control program, and quality management documents, develop and review specific construction schemes and technical measures, and approve technical schemes submitted by subcontractors;
③ direct metering equipment management of the Project;
④ direct selection, submittal for approval, and control of materials, introduce new and practical procedures, technologies, and materials;
⑤ participate in agent-structure acceptance and final acceptance, as well as the investigation and handling of quality accidents occurred in the Construction;
⑥ deploy and carry out technical laws, rules, and specifications, as well as regulations related to construction quality;
⑦ organize the joint drawing checkup, address difficulties in any specialty, and approve any design negotiation and modification;
⑧ direct all the technical summarizations of the construction and participate in the development and assessment of Implementation Plan on Manufacturing Cost of the Project; and
⑨ direct and organize the operation of the quality system and shall enhance quality management of the entire process for ensured fulfillment of quality objective of the Project.
