1.        Purpose
This procedure is developed for the purpose of successful completion of aircraft deicing/anti-icing operations and strict abiding by the deicing/anti-icing requirements and standards of the airline and related department and also for assurance of the quality of deicing/anti-icing operations.
2.        Scope of application
It is applicable to the deicing/anti-icing works for the aircrafts operated by Tianjin Binhai International Airport.
3.        Terminology and definitions
3.1.  Deicing: the process for clearing the ice, snow, frost and snow slush on the aircraft.
3.2.       Anti-icing: the process for keeping the surface of aircraft in clean conditions with no ice, snow, frost and thawy snow formed within a certain time.
4.        Duties and responsibilities
4.1.       Aircrew deicing/anti-icing operator (hereinafter called the “operator”): they are responsible for deicing operations and inspections before and after deicing operations. The operators must have obtained the required job license and get authorization for deicing operation.
4.2.       In the aircraft line maintenance inspections, the inspection to the frost, snow and other contaminants on the control surfaces and operating surfaces of the aircraft must be highlighted. When inspecting the frost, snow and other contaminants on the surfaces of the aircraft, except that it is determined after visual inspection that deicing and frost removal must be done definitely, otherwise it must be confirmed by hand touching or other method to ensure no deviation from the actual need.
4.3.      Aircrew deicing/anti-icing monitoring personnel (hereinafter called the “monitoring personnel”): they are responsible for communication with the aircrew and coordinator, supervising the operations of deicing operators and deicing vehicle driver, supervision of signing fee charge note properly and the quantity of deicing agent to be used as well as filling in the deicing/anti-icing records. The monitoring personnel must have obtained the job license issued by the aircraft maintenance department and got the authorization for deicing/anti-icing operation from the aircraft maintenance department.
4.4.      Production coordinator: the production coordinator is responsible for issue of deicing information and collection of information about completion of deicing operation.
4.5.      Aircrew: the aircrew is responsible for proposing requirements for deicing/anti-icing operations and undertaking the final responsibility to the deicing/anti-icing works.
5.        Operation procedures
5.1.       Preparations
5.1.1.      Upon receiving the deicing/anti-icing tasks, the operators and monitoring personnel will check to confirm all the necessary operation equipments, safety equipments and relevant records are ready.
5.1.2.      The driver will check the conditions of deicing vehicle firstly and then start the vehicle in accordance with the deicing vehicle operation rules with the deicing fluid preheated in advance.
5.1.3.      For the deicing task whether notified in advance or notified shortly, the deicing operators and vehicles shall be sent to the site at the designated time (if multiple aircrafts will depart from the port, the designated time shall be the time to deice for the first aircraft).
5.2.       Inspection before deicing
5.2.1.      The operators shall firstly inspect the conditions of aircraft before deicing. The inspection shall be made according to the deicing manuals and general outlines of the airlines and related department.
5.2.2.      In the aircraft line maintenance inspections, the inspection to the frost, snow and other contaminants on the control surfaces and operating surfaces of the aircraft must be highlighted. When inspecting the frost, snow and other contaminants on the surfaces of the aircraft, except that it is determined after visual inspection that deicing and frost removal must be done definitely, otherwise it must be confirmed by hand touching or other method to ensure no deviation from the actual need.
5.3.       Deicing/anti-icing operations
5.3.1.      The monitoring personnel will communicate the aircrew to know the demand for deicing/anti-icing. Deicing/anti-icing configuration will be set before deicing operation and then with the permit of aircrew, deicing will be started under guidance.
5.3.2.      The operator will direct the vehicle driver to approach the aircraft and then the operators will start deicing according to the regulations of the deicing manual and general outlines of the airlines and related department. The monitoring personnel will supervise the whole process of deicing operations.
5.4.       Inspections after deicing
The operators shall inspect the deicing result in accordance with the deicing manuals and general outlines of the airlines and related departments. If it fails to meet the requirements, the operators and deicing truck driver will be guided to continue deicing operation. If it meets the requirements, the deicing supervisor will report the deicing/anti-icing situation as well as the deicing/anti-icing information and code number to the aircrew.
5.5.       The aircrew will record the deicing information and then check the result of deicing/anti-icing operations. If further deicing is necessary, the ground service personnel will be notified to deice continuously. If it is confirmed that the deicing result meet the requirements, the air traffic control department will be notified to allow the aircraft departing from the port. If the duration between the deicing operation and departing time of the aircraft exceeds the deicing/anti-icing maintenance time, the ground service personnel will be contact to notify re-deicing for the aircraft.
5.6.       Completion of deicing
Upon completion of all deicing operations, the monitoring personnel shall report the deicing/anti-icing information for the aircraft to the production coordinator with Deicing/anti-icing Records and related working sheets finished. The operators shall then return the safety protection facilities and equipments used for deicing to their original places and the deicing vehicle driver shall confirm whether the lifting basket of the deicing vehicle and the deicing operating handle have been recovered to their original state. If they have not been recovered to their original state, the aircrew will be notified to make reinstatement.
