11日上午，國務(wù)院應對新型冠狀病毒感染肺炎疫情聯(lián)防聯(lián)控機制舉行新聞發(fā)布會(huì )，國家發(fā)改委社會(huì )發(fā)展司司長(cháng)歐曉理，就大家關(guān)心的口罩供應問(wèn)題作出回應。

Ou Xiaoli, director of the Department of Social Development at the National Development and Reform Commission, said as many enterprises have gradually resumed production and people have returned to work, the demand for protective equipment is surging dramatically. "China is experiencing a shortage of masks used to contain the spread of coronavirus."
He made the remarks on Tuesday at a State Council Information Office news conference in Beijing.

歐曉理介紹說(shuō)，據2月10日全國22個(gè)重點(diǎn)省份的最新數據顯示，大家關(guān)心的口罩企業(yè)的復工率已經(jīng)超過(guò)76%，防護服企業(yè)的復工率為77%。
As of Monday, production capability of masks in China has been restored to 76 percent of normal level, and that of protective suits had reached 77 percent.
歐曉理表示，國家發(fā)改委將千方百計努力擴大生產(chǎn)，增加口罩供應。
❶ 千方百計促生產(chǎn)
"We will help solve practical difficulties, such as providing funding and ensuring the supply of raw materials and accessories to speed up production," Ou noted.
歐曉理表示，“我們將幫助企業(yè)協(xié)調解決原輔材料、資金等方面的困難，促使企業(yè)抓緊復工。”
"For those not running at full capacity, we encourage them to adopt plans such as 16-hour double shifts or three eight-hour shifts to produce as much as possible. In addition, we will also offer funds to support those with a need to expand capacity."
“對現在還沒(méi)有滿(mǎn)負荷生產(chǎn)的企業(yè)，鼓勵他們采取兩班倒、三班倒的方式，24小時(shí)運轉起來(lái)。此外，對有擴大生產(chǎn)需求的企業(yè)，將安排中央預算內投資予以支持。”

More efforts are also needed to encourage companies to buy more masks abroad, use charter freight planes to ship to China.
要推動(dòng)相關(guān)企業(yè)加大進(jìn)口采購力度，支持企業(yè)國外采購口罩使用貨運包機的方式運至國內。
❸ 千方百計保重點(diǎn)
鐵路（railways）、公路（highways）、民航（civil aviation）、商場(chǎng)（shopping malls）、超市以及部分生活性服務(wù)業(yè)（supermarkets and life services fields）這樣的領(lǐng)域，大多都是“人對人”的服務(wù)模式，人員流動(dòng)性和聚集性都比較大，工作人員一旦發(fā)生感染，有可能導致不同人群間產(chǎn)生交叉感染。
所以對于這類(lèi)企業(yè)，將統籌予以?xún)A斜保障。

歐曉理表示，這次對口罩等防疫物資的需求是突然爆發(fā)的，任何一個(gè)國家都無(wú)力支持這么大的突發(fā)需求。
"To be honest, no country can support such a sudden demand," Ou added. "Considering the total production capacity in the globe, there does exist a gap between mask supply and demand."
“說(shuō)實(shí)話(huà)，任何一個(gè)國家都無(wú)力支持這么大的突發(fā)需求，以全世界目前的產(chǎn)能，實(shí)際上供需之間是存在很大的硬缺口的。”
所以，除了千方百計擴大生產(chǎn)、增加供應外，也要努力提高口罩使用率，避免浪費。
"In addition to speeding up production and increasing market supply, we also need to improve efficiency of the use of masks and reduce waste."
“所以除了要千方百計努力擴大生產(chǎn)、增加供應之外，還必須從需求端想辦法、下功夫，努力提高口罩的使用效率。”
歐曉理解釋說(shuō)，因為目前口罩使用上還存在一些不科學(xué)、不合理的現象，使用效率的提升空間還是很大的。
他呼吁大家不要囤積口罩。“口罩是有保質(zhì)期的，保質(zhì)期過(guò)了就沒(méi)用了，浪費了。已經(jīng)囤積的，建議送給親朋好友，讓親朋好友感受你的關(guān)愛(ài)。”
