1. Background
 
According to The Twelfth Five-Year Plan of Green Buildings and Eco-cities Development issued by Ministry of Housing and Urban-Rural Development (MOHURD), during the Twelfth Five-Year Plan period, low-carbon eco-cities will be promoted nationally, and MOHURD will choose 100 or so new urban districts of no less than 1.5 square kilometers on a voluntary basis, which will be planned and built in accordance with the standards of eco-cities. To accelerate the pilot program, it will be assessed and summarized timely. .
Currently, The Twelfth Five-Year Plan period has passed more than half, yet according to statistics reporting and announcement, the number of cities (districts) published and declared is only 20 or so, which is more less than expected. Although the reasons may be of many aspects, yet we found that, as the current low-carbon city planning and implementation are still in the preliminary government-driven (planning, policies, mechanisms) stage, which lack of corresponding systematic constructions in terms of policy, institution, regulatory reforms, as well as inadequate capacity of government, result in the difficulty in planning and implementation.
In 2012, when we were carrying out Indicator System Study in Regulatory Detailed Planning in New District, we found that if only with technical indicators while lack of implementation guidance, the planning would still be difficult to implement. In 2013, we carried out field research in four typical nationally low-carbon ecological demonstration cities， in terms of their approaches, experiences and challenges in implementation of the planning, we formed the initial Implementation Framework of the Low-carbon Eco-cities Detailed Planning. Yet systematic "top-level design" that can affect municipal government decision-making of the 100 cities and enhance the ability of governments to promote low-carbon ecological construction, is still needed to be further deepened.
 
2. Project Analysis and Technical Roadmap
This study is the second phase (duration of 1 year) of studies on Guidelines on Implementing the Detailed Planning of Low-carbon Eco-cities. Based on the deficiencies found in the first phase of study, we will continue to conduct field research and to collect first-hand documents.
Continue to study on the regularities and differences between types of administrative department, management basis, low-carbon index design, technical support department, management process, way of enterprise participation, and so on.
According to the characteristics of different cities, as well as differences in management mode, design several sets of targeted management modes (Toolbox), combined with the existing management system, to carry out systematic top-level design.
 
3. Project Goal
Based on the experience and summary of the first phase, this study confirms the urgency in the compilation for Guidelines on Implementing the Detailed Planning of Low-carbon Eco-cities in the second phase. We propose the outline for next phase of work based on the study results of the first phase. The priorities include:
a. Refer to the mechanism and system of other foreign cities in the implementation of the management of low-carbon eco-city projects, to explore possible reference modes and details.
b. Organize Urban Planning Society of China (UPSC) advisory group for Guidelines on Implementing the Detailed Planning of Low-carbon Eco-cities, to absorb experience and advices of planning managers (planning and construction management units, construction units, planning and design units, etc.) in the compilation, so that the guidelines will enjoy practical value.
c. Organize opinion collection and questionnaire survey to gain a broad understanding of professional advices further.
d. Analyze the coordination and relationship between existing relevant statutory planning compilation approach and proposed guidelines; Understand the potential conflicts and coordinative direction.
e. Combined with "Low-carbon Eco-city (town) Declaration Interim Measures of Ministry of Housing and Urban-Rural Development", based on consultation, to look for suitable cities or regions to pilot.
 
4. Main Activities/Work Plan and Schedule
 
The main work plan and schedule of the project are as follows:
a. Obtain comments and suggestions on Implementation Framework of Management (June 30, 2014-October 30, 2015)
Collect the deficiencies of the first stage through expert consultation and so on. Based on the analysis of the existing comprehensive and divided approval process of detailed planning, rationalize the design, approval, review management method required by the low-carbon ecological planning. Through field research, seek advices of management approval personnel, to refine the supplement contents of the Guidelines.
b. Research on management processes, key links, mechanisms and safeguards (October 30, 2014- February 28, 2015)
Based on the studies and the comments collection, to analyze (1) How the “one permission notes for location and two planning permits” within the existing urban and rural planning management system to be deepened into effective management of low-carbon ecological planning construction conditions; (2) How the compilation of planning condition in the process of land transfer can support the implementation of low-carbon ecological planning specifically; (3) The requirements and coping strategies of local administrative departments in the implementation and management capacity building in future; (4) Suggest exploring the general term and reference term on the compilation planning conditions, as well as compilation review form templates, to form the management term modules that can be compositional and targeted for different cities, which can be used facilitative by local administrative departments personnel. Organize workshops, training sessions, seminars, or opinion collection for 1 to 2 times for further improvement.
c. Compile, publish achievement, the pilot program (February 28, 2015-June 30, 2015)
Based on the above research achievement, combined with the report contents of the first phase, compile Guidelines on Implementing the Detailed Planning of Low-carbon Eco-cities.
If appropriate, by holding press conference on Annual National Planning Conference held by UPSC, to release Guidelines on Implementing the Detailed Planning of Low-carbon Eco-cities. Explore the publication of Guidelines on Implementing the Detailed Planning of Low-carbon Eco-cities in book form, which will be widely publicized. Also, we will endeavor to carry out pilot program in specific cities.
 
5.  Main Deliverables
 
a. Outline of Guidelines on Implementing the Detailed Planning of Low-carbon Eco-cities;
b. Obtain the comments, recommendations and consensus from the experts through seminars;
c. Collect the public opinions through workshops or training sessions, to implement the Guidelines in pilot cities.
d. Press conference for Guidelines on Implementing the Detailed Planning of Low-carbon Eco-cities
e. Outline proposals of local administrative departments on the training sessions of capacity building in terms of implementation and management of low-carbon eco-cities (the specific implementation of training sessions will commence after the year of 2015, which is beyond the scope of this study).
 
6. Implementation Organization
 
a. Beijing Yingguo Urban Planning Consulting Corp. Ltd: As the specific execution unit, responsible for project study, project management, organize investigation research, compile and approval project content, release achievement.
b. Urban Planning Society of China (UPSC): As the participant unit, provide support for organization of seminars, training sessions, and press conferences.
c. Urban Planning and Design Center of Peking University: As the cooperative research unit, participate the project compilation, assist in relevant investigation research, seminars, and training session activities.

The total budget of the project is USD 100,000. For details, please refer to Project Budget Form (Annex2).
